Key Responsibilities

1. High-Voltage Overhead Line Project Management

Responsible for 35–220kV overhead transmission line re-surveying, pit excavation, foundation construction, tower assembly, conductor erection, accessory installation, grounding, line corridor clearing, and crossing construction (roads, rivers, optical cables, farmland), managing all technical aspects and on-site operations, ensuring construction processes, quality, and safety risks are controlled.

2. High-Voltage Cable and Underground Project Management

Responsible for laying high-voltage power cables inside and outside substations, managing cable trenches, cable pits, conduits, and direct-buried cable construction; familiar with high-voltage cable joints, grounding, fire prevention, cable tray installation, cable arrangement, pre-embedding and reservation, and hidden work acceptance, ensuring compliance with State Grid and power inspection standards.

3. Jacking/Trenchless Special Project Management (Core Area)

Independently responsible for construction management of power jacking, pipe pulling, horizontal directional drilling, and trenchless crossing projects;

Responsible for reviewing jacking construction plans, re-surveying guidance, civil support for working/receiving pits, pipe material acceptance, process control during jacking, slurry disposal, pipeline protection, product protection, coordinating crossing approvals, hidden acceptance of jacking, and final re-survey.

Familiar with city road, utility network, and complex underground pipeline crossing construction controls, solving on-site issues like pipe deviation, collapse, slurry overflow, and pipeline conflicts.

4. On-Site Project Comprehensive Management

Responsible for scheduling external line construction progress, managing personnel, equipment, and materials, technical briefing for teams, quality inspection, and safe and civilized construction control;

Communicate with owners, supervisors, general contractors, road authorities, landscaping, and local governments, handling inspections, approvals, change orders, and project quantity verification;

Assist in sub-project acceptance for lines, cables, and jacking works, final project acceptance, pre-power inspection, and document handover.

Basic Qualifications

1. High-Voltage Buried Cable Engineering Skills

- Proficient in construction processes for direct-buried high-voltage cables, conduit rows, cable trenches, and cable manholes;

- Familiar with laying high-voltage cables, bending radius, pulling tension, cable fireproof sealing, pre-control for cable head fabrication, and cable grounding system construction;

- Knowledgeable about acceptance of concealed power cable projects, waterproofing and drainage, and roadbed restoration standards.

2. Core Skills for Power Pipe Jacking/Trenchless Technology (Key Role)

- Skilled in MPP pipes and steel pipe jacking construction, familiar with horizontal directional drilling, pipe pulling, and trenchless crossing processes;

- Proficient in excavation of working and receiving shafts, support, bottom sealing, back wall construction, pipe jointing, jacking correction, and axis elevation control;

- Familiar with underground pipeline detection, pipeline protection, road excavation and restoration, civilized construction, and slurry environmental management requirements;

- Able to independently handle common on-site issues such as pipe jacking deviation, pipe jamming, collapse, ground settlement, and interference from neighboring pipelines;

- Familiar with municipal road occupation, road excavation, crossing approval processes, and on-site coordination points.

3. Combined Civil + Power Skills

- Mastery of external civil works: earth excavation, bedding, concrete pouring, well structure, road surface restoration, slope support, and trench support quality control;

- Familiar with major and dangerous power external works: deep trenches, lifting and hoisting, operations near pipelines, and on-site safety management of road work.

4. Project Management Ability

- Capable of independently managing the full process of an external project, compiling special construction plans, technical briefings, progress schedules, and safety measures;

- Proficient in quantity calculation, on-site documentation, change approvals, assisting with completion settlement, and inspection.

5. Software and Documentation Skills

- Proficient in CAD reading, surveying and staking, quantity rechecking;

- Skilled in organizing project inspection documents, concealed works documents, and completion documentation.

Preferred Qualifications

1. Fluent in English.

2. Possession of Level 2 or Level 1 Construction Engineer certificate (Mechanical & Electrical, Municipal), Safety Officer C certificate, or power engineering title is preferred;

3. Experience with new energy booster station transmission lines, urban power cable relocation, and large-scale power pipe jacking projects is preferred;

4. Familiarity with State Grid external project acceptance standards and power quality monitoring requirements is a plus.
