1. Industrial Relations & Conflict Resolution: Direct and manage all facets of industrial relations, conflict management, and internal grievance mechanisms. Ensure robust resolution of labor disputes through effective bipartite and tripartite consultations, while maintaining absolute alignment of all company policies and employee contracts with the Omnibus Law (UU Cipta Kerja), PP 35/2021, PP 36/2021, and regional wage structures (UMK Grobogan).
2. Social Compliance & Brand Audits: Maintain absolute audit readiness and assume full accountability for passing stringent international client/buyer audits (e.g., Social Compliance, Brand Technical, Safety, and Labor Standards). Ensure rigorous compliance regarding working hours, overtime calculations, statutory benefits, and occupational health and safety (K3).
3. Cross-Cultural Mediation: Act as a strategic, multilingual bridge between foreign expatriate management and the local workforce. Effectively mitigate cultural barriers and minimize "mental distance" to ensure company vision, production objectives, and disciplinary regulations are seamlessly integrated and respected across all production divisions.
4. Workforce Operations & Governance: Supervise and empower internal HR sections—including Recruitment, Payroll, General Affairs (GA), and Training—to guarantee lean, highly efficient, and harmonious plant operations.
5. Policy Development & Enforcement: Continuously review, design, and stringently enforce Company Regulations (Peraturan Perusahaan) and Standard Operating Procedures (SOPs) to uphold the highest standards of organizational discipline and labor productivity.
Job Requirements (Qualifications)
1. Education & Experience: Bachelor’s Degree (S1) in Law, Psychology, Human Resource Management, or equivalent. Minimum of 5 years of progressive experience as an HR Manager or Assistant HR Manager strictly within a large-scale, labor-intensive manufacturing industry (preference given to bag, footwear, or related high-volume export manufacturing with a workforce of thousands).
2. Robust Industrial Relations Competence: Advanced proficiency in industrial relations strategy, dispute mitigation, collective bargaining management, and building strategic, professional relationships with Regional Labor Offices (Disnaker) and local community stakeholders.
3. Language Proficiency (Critical Requirement):
a. Mandarin: Professional working proficiency (fluent in spoken and written business communication) is highly preferred to facilitate direct, unhindered alignment with foreign management and the Board of Directors.
b. English: Working proficiency for professional correspondence, corporate reporting, and facilitating international auditor interactions.
4. Professional Certifications: Possession of a Labor Norms Cadre certification (Kader Norma Ketenagakerjaan / KNK) or BNSP Human Resources certification is highly advantageous.
5. Leadership & Demeanor: Possess a firm, authoritative, and highly disciplined leadership style. Proven capability to thrive under high pressure, manage high-volume operational challenges, and effectively mentor an internal HR team.
