Responsibilities
JOB SUMMARY
The Safety Officer II is responsible for developing, implementing, monitoring, and continuously improving the Company's Occupational Safety and Health (OSH) Program with emphasis on transportation safety, fleet operations, chauffeur services, vehicle maintenance, logistics, and workplace safety.
The position ensures that all company vehicles, drivers, employees, contractors, and operational facilities comply with Company safety policies, Department of Labor and Employment (DOLE) Occupational Safety and Health Standards, Land Transportation Office (LTO) regulations, and other applicable government requirements. The Safety Officer II actively promotes a culture of safety by reducing operational risks, preventing vehicle accidents, ensuring driver compliance, conducting investigations, implementing corrective actions, and providing continuous safety education throughout the organization.
DUTIES AND RESPONSIBILITIES
A. Occupational Safety and Health Management
- Implement and monitor the Company's Occupational Safety and Health (OSH) Program.
- Ensure compliance with Republic Act No.
- 11058, DOLE Occupational Safety and Health Standards, and Company safety policies.
- Conduct regular safety inspections of offices, vehicle hubs, garages,warehouses,dispatch areas, and operational facilities.
- Identify workplace hazards and implement appropriate corrective and preventive measures.
- Maintain all mandatory OSH documentation and regulatory reports.
B. Fleet Safety
Management
- Conduct routine inspections of company vehicles to ensure they meet established safety standards before deployment.
- Verify that vehicles are equipped with mandatory safety devices, including:
- Fire Extinguishers
- Early Warning Devices (EWD)
- First Aid Kits
- Seat Belts
- Spare Tire and Tools
- Dash Cameras
- GPS Tracking Devices
- Emergency Contact Information
- Coordinate with the Technical Management
- Department regarding vehicle defects affecting operational safety.
- Recommend suspension of vehicle deployment when serious safety defects are identified.
- Monitor compliance with preventive maintenance schedules from a safety perspective.
C. Driver Safety and Compliance
- Conduct regular driver safety orientations and refresher training.
- Ensure drivers comply with:
- Defensive Driving Principles
- Company Driving Policies
- Traffic Laws
- Speed Limits
- Seat Belt Policy
- Anti-Distracted Driving Policy
- No Alcohol and Drug Policy
- Verify the validity of drivers' licenses and required certifications.
- Monitor driver behavior using GPS, dashcam footage, trip reports, and customer feedback.
- Recommend coaching, retraining, or disciplinary action for unsafe driving practices.
D. Logistics and Transportation Safety
- Monitor the safety of passenger transport operations, point-to-point transfers, shuttle services, and logistics deliveries.
- Conduct risk assessments for out-of-town assignments, long-distance travel, and special transportation requirements.
- Coordinate with Operations regarding road conditions, weather advisories, and route hazards.
- Ensure compliance with safe loading and unloading procedures for transported equipment and materials.
- Participate in transport risk planning for VIP clients, corporate accounts, and special events.
E. Incident,
Accident, and Near-Miss Investigation
- Respond immediately to vehicle accidents,workplace incidents, and emergency situations.
- Conduct investigations involving:
- Vehicular Accidents
- Passenger Incidents
- Property Damage
- Driver Violations
- Near Miss Incidents
- Occupational Injuries
- Perform Root Cause Analysis and prepare comprehensive investigation reports.
- Recommend corrective and preventive actions to minimize recurrence.
- Maintain accident statistics and trend analysis for Management review.
F. Risk Assessment and Compliance
- Conduct Hazard Identification, Risk
- Assessment, and Control (HIRAC) activities across fleet and operational areas.
- Evaluate operational risks before major deployments or special projects.
- Recommend engineering, administrative, or procedural controls to reduce identified risks.
- Monitor compliance with Company Standard
- Operating Procedures (SOPs).
G. Emergency Preparedness
- Develop and maintain emergency response procedures for:
- Vehicle Accidents
- Road Emergencies
- Medical Emergencies
- Fire Incidents
- Natural Disasters
- Conduct regular emergency drills and vehicle evacuation exercises.
- Coordinate with hospitals, police authorities, fire departments, and emergency responders when necessary.
H. Safety Training and Employee Awareness
- Conduct Safety Orientation for newly hired employees.
- Organize:
- Defensive Driving Training
- Toolbox Meetings
- Safety Campaigns
- Fleet Safety Seminars
- Driver Refresher Courses
- Emergency Response Training
- Promote a proactive safety culture through continuous education and awareness activities.
I. Safety Audits and Monitoring
- Conduct regular audits of:
- Driver Compliance
- Vehicle Safety
- Fleet Operations
- Dispatch Procedures
- Hub Safety
- Garage Safety
- Submit monthly safety performance reports to Management.
- Monitor implementation of corrective actions from previous inspections and investigations.
J. Documentation and Reporting
Maintain accurate records of:
- Vehicle Accident Reports
- Incident Reports
- Near Miss Reports
- Driver Safety Evaluations
- Safety Inspection Reports
- Toolbox Meetings
- Safety Training Records
- Monthly Safety Statistics
- Corrective Action Reports

K. Other
Responsibilities
- Participate in Safety Committee meetings.
- Coordinate with HR regarding employee safety concerns.
- Coordinate with Fleet Operations and Technical Management regarding operational safety improvements.
- Perform other safety-related duties assigned by Management.
QUALIFICATIONS
Education
- Bachelor's Degree in Engineering,
- Industrial Technology, Occupational Safety, Transportation Management,
- Logistics Management, Business Administration, or any related field.
Experience
- At least two (2) years of experience as a Safety Officer, preferably in:
- Car Rental
- Fleet Management
- Transportation
- Logistics
- Trucking
- Passenger Transport
- Vehicle Operations
Certifications
- Must possess a valid Safety Officer II
- (SO2) Certification issued by a DOLE-accredited training organization.
- Basic Occupational Safety and Health
- (BOSH) Training.
- First Aid, Basic Life Support (BLS), or
- Fire Safety Training is an advantage.
