Job Description:

Category: SEZ Policy Implementation & Compliance
  • 1) Leading the end-to-end operational transition process from a conventional factory to a Special Economic Zone (SEZ/KEK) enterprise, and ensuring all SEZ regulations are seamlessly integrated and implemented across internal factory operations.

  • 2) Strictly verifying the validity of SEZ Customs Declaration (PPKEK) document submissions to ensure absolute alignment between documented data and physical cargo.

  • 3) Managing and utilizing SEZ fiscal incentives (such as import duty exemptions and non-collected VAT on local transactions) to maximize the company's financial and tax advantages.

Customs Ledger (IT Inventory) and Digitalization

  • 1) Serving as the primary person in charge of ensuring the daily operations of the factory's IT Inventory system strictly fulfill Customs standards (real-time accessibility, interconnectedness, and fully auditable).

  • 2) Establishing a robust three-way data reconciliation mechanism (Customs, Finance, and Warehousing/WMS/ERP) and leading monthly inventory audits to maintain 100% stock accuracy between customs ledgers and physical warehouse inventory.

  • 3) Monitoring the operational status of interconnected customs systems (such as CEISA KEK) and executing immediate contingency protocols or coordinating with the Customs technical team in the event of data transmission disruptions.

Import-Export Logistics Operations and Cost & Lead Time Control

  • 1) Reviewing and determining the correct HS Code (Customs Tariff Classification) for all procured materials to mitigate the risk of administrative fines or cargo detention due to misclassification.

  • 2) Leading the application, procurement, and rolling renewal of import restriction permits (Lartas), import quotas, and regulatory certifications from related ministries prior to cargo dispatch from the origin country.

  • 3) Selecting, evaluating, and managing the performance of long-term logistics partners (freight forwarders, shipping lines, and Customs Brokers/PPJK) to optimize customs clearance lead times upon port arrival.

  • 4) Monitoring port operations in real-time and taking decisive actions to resolve clearance bottlenecks, keeping demurrage and detention costs strictly within the company’s budget threshold.

Government Relations and Customs Audit Mitigation

  • 1) Representing the company in establishing and maintaining professional relationships with the supervising Customs and Excise Service Office (KPPBC) and the SEZ Administration to foster a compliant corporate image.

  • 2) Directly leading the resolution of on-field operational crises (such as customs valuation/tariff adjustment notices, red channel inspections, or cargo detention) to secure the most favorable solutions within legal boundaries.

  • 3) Taking full accountability for internal preparations ahead of government Customs Audits and routine inspections, while coordinating with relevant divisions to organize primary supporting documents for a seamless audit process.

Departmental Administration and Team Capability Development

  • 1) Formulating annual and monthly work plans, managing the budget for the Export-Import Department, and providing human resource allocation optimization recommendations aligned with factory capacity growth.

  • 2) Responsible for the performance appraisal, technical coaching, and professional mentoring of subordinates (Customs Specialists and Document Administrators), and organizing internal training sessions regarding updated customs decrees.

Others

  • Fulfilling any other ad-hoc tasks and assignments instructed by executive leadership.

Job Requirements & Qualifications:

  1. Education: Minimum Diploma Degree (D3) in Logistics Management, International Trade, Law, Accounting, Business Administration, or other relevant fields.

  2. Certification: Must possess an active Customs Specialist Certificate (PPJK) issued by the Financial Education and Training Agency (BPPK) of the Ministry of Finance of the Republic of Indonesia.

  3. Professional Experience: Proven practical experience working in a Bonded Zone (Kawasan Berikat/KB) or Special Economic Zone (KEK). Candidates who have successfully led the operational transition from a conventional factory to a bonded facility, or managed the initial installation of an SEZ system, are highly preferred.

  4. Regulatory Knowledge: In-depth understanding of Indonesian Customs Law and the derivative regulations of the Job Creation Law (UU Cipta Kerja) pertaining to fiscal and non-fiscal incentives within Special Economic Zones (SEZ).

  5. Technical Systems Proficiency: Fluent and proficient in independently operating the CEISA 4.0 / CEISA KEK system, customs module management systems, and the OSS RBA licensing platform.

  6. Data Analysis & Inventory Governance: Solid understanding of IT Inventory system architecture fundamentals, coupled with meticulous attention to detail in analyzing logistics mutation data (ERP/WMS) to identify and rectify discrepancies with customs records.

  7. Trade Compliance: Mastery of the Indonesian Customs Tariff Book (BTKI/HS Code), import restriction regulations (Lartas), Certificate of Origin (SKA/COO) processing, and international commercial terms (Incoterms 2020).

  8. Crisis Management: Ability to maintain composure during unannounced Customs inspections, cargo detentions, or drastic regulatory changes, with a proven capability to formulate swift, compliant, and tactical solutions under pressure.

  9. Analytical Thinking: Strong logical reasoning and analytical skills, with the ability to detect data gaps or anomalies through complex three-way reconciliations (Finance, Warehouse, and Customs data).

  10. Result-Oriented Driver: Strong target-driven mindset, with the capability to push and accelerate the completion of licensing processes and system installations in alignment with the factory's SEZ transition timeline.

  11. Work Flexibility: Adheres to standard working hours, but must be willing to engage in adaptive overtime to support port clearance deadlines (such as handling night loading/unloading operations or urgent weekend inspections); must be willing to travel for business to the Customs Headquarters, ports, or related ministries.
