Key Responsibilities:
1. Industrial Relations & External ComplianceDevelop and implement comprehensive industrial relations policies and employee relations frameworks
Establish and maintain effective communication channels with employee representatives and unions (if applicable)
Ensure full compliance with Indonesian Labor Laws (UU No. 13 Tahun 2003) and relevant regulations
Manage interactions with government agencies (Disnaker, Directorat Jenderal Pajak) on labor and compliance matters
Handle regulatory submissions and documentation related to employment and labor compliance
Conduct regular compliance audits to identify and mitigate risks
Stay current with changes in labor laws, tax regulations, and industry requirements
Build, lead, and manage the recruitment team to execute hiring strategies across all levels and functions
Develop recruitment policies, processes, and sourcing strategies to attract and retain top talent
Oversee recruitment operations including candidate screening, interview coordination, and offer management
Monitor recruitment metrics (time-to-hire, cost-per-hire, quality of hire) and continuously optimize the recruitment process
Partner with hiring managers to understand talent needs and create targeted recruitment plans
Ensure recruitment practices align with company culture and diversity objectives
Design and implement competitive salary structures and benefit programs to ensure market competitiveness
Formulate and review performance appraisal standards, ensuring alignment with business objectives and culture
Track completion of performance goals and provide recommendations for salary adjustments and promotions
Manage incentive programs (bonus, stock options, profit sharing) to drive performance and retention
Conduct market benchmarking and salary surveys to maintain competitive positioning
Partner with Finance on payroll budgeting and cost control
Oversee accurate and timely monthly payroll processing, including salary calculation, allowances, deductions, and tax reporting
Ensure compliance with Indonesian tax regulations (PPh 21) and statutory contributions (BPJS Kesehatan, BPJS Ketenagakerjaan)
Manage payroll systems and coordinate with Finance for monthly reconciliation and reporting
Prepare year-end tax compliance documentation and annual payroll reports
Ensure all payroll records are accurate, confidential, and properly maintained
Establish a structured employee dispute response mechanism to minimize legal risks and employee conflicts
Handle sensitive employee relations matters, including disciplinary actions, grievances, and terminations
Provide guidance to management on labor-related issues and best practices
Conduct investigations into employee disputes and ensure fair, transparent resolution processes
Maintain confidentiality and professionalism in all employee relations matters
Support legal team in labor dispute cases and OJK-related matters (fit & proper assessments, board governance, etc.)
Develop and implement L&D programs to build organizational capabilities and close skill gaps
Lead talent development initiatives including mentoring, coaching, and succession planning
Design and execute employee engagement programs to strengthen team culture and align with company values
Manage knowledge management systems and facilitate best practice sharing across the organization
Organize team building, company events, and cultural initiatives to improve collaboration and employee satisfaction
Track L&D effectiveness through training metrics and feedback
Optimize GA standards, policies, and standard operating procedures (SOPs)
Oversee daily GA operations including office management, facilities, and administrative support
Manage and control administrative expenses, ensuring reasonable spending and budget accountability
Coordinate with vendors, service providers, and facilities management
Ensure workplace safety, security, and compliance with health and safety standards
Manage office supplies, equipment, and asset management
Key Requirements:
Bachelor's degree in Human Resources, Business Administration, Law, or related field (Master's degree preferred)
10+ years of progressive HR experience with proven track record with 5+ years of HR leadership/management experience in fintech, multifinance, or financial services industry
Deep experience with Indonesian labor law, tax compliance, and regulatory requirements
Knowledge of OJK compliance requirements for financial services companies
Mastery of Indonesian Labor Law (UU No. 13 Tahun 2003) and regulatory compliance
Strong understanding of tax regulations (PPh 21, BPJS) and statutory requirements
Experience with payroll processing and compensation design
Excellent understanding of employee relations and conflict resolution
Fluent English (written and verbal)—must be able to communicate with international stakeholders
Fluent Indonesian—must be able to handle regulatory matters and local compliance
Proficiency in Mandarin is a plus
