I. Human Resource System Establishment and Management
Plan, develop, implement, and continuously optimize the company's Human Resources management systems, including recruitment, compensation & benefits, performance management, attendance, employee relations, training, and HR administration, in compliance with Indonesian labor laws and regulations.
Establish and improve HR policies, procedures, and organizational structures that align with the company's business objectives, optimize workforce planning and manpower allocation, and support business growth and operational efficiency.
Ensure compliance with Indonesian employment regulations, including manpower regulations, employment contracts, working hours, leave management, social security, taxation, and company policies.
II. Recruitment and Workforce Planning
Develop annual and quarterly recruitment plans and manage the full recruitment lifecycle for local and non-local employees, including manpower planning, job requisition alignment, sourcing, screening, interviewing, offer negotiation, onboarding, and probation management.
Coordinate non-local employment matters, including work permit and stay permit applications (RPTKA, Notification, KITAS), relocation support, onboarding, and compliance with Indonesian immigration regulations.
Build and maintain a strong talent pipeline and recruitment channels to ensure timely hiring, improve recruitment efficiency, and reduce employee turnover.
Partner closely with department managers to understand hiring requirements and provide recruitment solutions that support business objectives.
III. Compensation, Benefits, and Performance Management
Develop, implement, and continuously improve the company's compensation and benefits programs based on Indonesian market benchmarks and internal equity.
Ensure accurate and timely payroll processing, including salary calculation, overtime, allowances, incentives, BPJS Kesehatan, BPJS Ketenagakerjaan, and employee income tax (PPh 21) administration.
Conduct salary benchmarking and compensation analysis to maintain market competitiveness.
Establish and implement the company's Performance Management System, including KPI development, goal setting, performance reviews, evaluation, feedback, and performance improvement initiatives.
Handle employee inquiries regarding payroll, benefits, taxation, and HR policies.
IV. Employee Relations
Manage the complete employee lifecycle, including onboarding, confirmation, transfers, promotions, disciplinary actions, resignations, termination, exit interviews, and personnel documentation.
Ensure employment contracts, HR documentation, and personnel records are maintained accurately and comply with Indonesian labor regulations.
Organize employee engagement programs, team-building activities, employee welfare initiatives, and corporate events to strengthen organizational culture and employee engagement.
Handle employee grievances, disciplinary matters, and labor disputes while maintaining positive employee relations.
Liaise with the Ministry of Manpower, BPJS, Immigration Office, and other government authorities regarding employment compliance and regulatory matters.
V. Learning and Development
Identify organizational and employee training needs and develop annual training plans.
Organize onboarding programs, technical training, leadership development, compliance training, and other learning initiatives.
Establish career development frameworks, succession planning, and internal talent development programs to strengthen organizational capabilities.
VI. HR Operations and Administration
Prepare and analyze HR reports and dashboards, including recruitment metrics, headcount, turnover, absenteeism, compensation analysis, and performance statistics, providing insights to support management decision-making.
Maintain HRIS data integrity and ensure timely updating of employee records.
Coordinate with external vendors and government agencies regarding HR-related administration and compliance.
Perform other HR-related duties and special projects assigned by management.
Qualifications
Bachelor's degree in Human Resources, Psychology, Business Administration, Management, or a related field.
Minimum 5–10 years of Human Resources experience, with at least 2–3 years in a managerial or supervisory role.
Strong knowledge of Indonesian labor laws, BPJS, PPh 21, payroll administration, and employment regulations.
Experience handling Non-local employment, work permits (RPTKA/KITAS), and immigration processes is preferred.
Strong experience in recruitment, compensation & benefits, performance management, employee relations, and HR operations.
Excellent communication, interpersonal, negotiation, and problem-solving skills.
Ability to work independently in a fast-paced, multicultural environment.
Proficiency in Microsoft Office and HRIS systems.
English proficiency is required; Mandarin proficiency is highly preferred.
